Can anyone please explain what this means? I could not understand what this means? http://www.uscis.gov/files/pressrelease/H1BFY08Cap040307.pdf Wednesday, 28,052 of the cases sorted are H-1B petitions subject to FY 2008 congressionally mandated cap. Four thousand, seven hundred three (4,703) cases are exempt from the FY 2008 H-1B cap as employers filed those petitions for aliens holding a master’s degree or higher from a U.S. institution.

Macroni, It means that, They sorted 28,052 application on Wednesday out of 133,00 application they received. Out of 28,052 application, 4703 belongs to master's quota.

marconi ,in my undersatnding 28052 application sorted was from general quota and 4703 form advanced degree exemption. So altogether 32755 were sorted until yesterday. If we assume, each mail packet has only one H1b petition,24.62% cases were sorted so far. Among application already sorted until yesterday, there were 14.35% from Master degree and 85.65% from regular quota. So statistically, advanced degree quota could have reached 58.28% i.e 11656. At this point, I do not think, there is any worries for applicants with Master degree.

I apologize for flaw in above analysis.May be below is correct analysis. Please correct if I am wrong. My analysis 14.35% of so far sorted case = 4703 14.35% of remaining cases(133000-32755)*14.35% =14385 Total Possible petition = 19088. But my intuition still says,Applicants with Master degree has still chance.Send your application as early as possible.

well... as my experience says when i applied for h1b last year .the masters quota tends to finish fast in the earlier stage thats becasue of people who graduated in december and last august...then it will stay calm till mid may and again there will be a rush in the allocated quotas.that will be for a month or so and will look as if the quotas will be exhausted but remaining 500-1000 quotas will take another month or so to be exhausted. So the master's degree holder's should be safe the congress should pass another bill to differentiate even bachelor's from unis in US and Unis outside US..that will hinder the consultancies to use the law to their advantage... well lets hope that happens.

actually there is nothing happened this year to surprise that much. Every year, undergrad quota reaches within 3 days max..and masters quota last till August normally. i dont know why ppl are worrying that much as something very different happened this year.

I guess you applied couple of years ago.I guess that was first year for advance degree exemption and lasted until january 17th I guess. And I am also positive about Master Quota this year coz last year Spring graduate got an opportunity to apply in last year quota,so there is very less accumulation from last spring and I do not think the cap reaches until new gradaute from this Spring starts applying. Here is the link for last year. http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=138b6138f898d010VgnVCM10000048f3d6a1RCRD&vgnextchannel=91919c7755cb9010VgnVCM10000045f3d6a1RCRD

This H1B issue started few years back after congress decided to reduce cap to 65000 from 195000 in 2004. At that year, it was over in october 1st. Then congress passed a bill and added 20,000 more quota for those who has masters or higher degree from usa. This was effected somewhere in April of 2005 and lasted until January of 2006. Last year, undergrad quota was over on may 26th and graduate quota was over in july 25th. This year is crazy. I believe this is because of indian companies and consulting frms, though job market is also getting better, it is not entirely because of job market. I hope masters quota will rain for few weeks this year. The volume of applications indicates that it might run out sooner, but still there is ray of hope for those with masters degree. anyone from any part of the world can apply for that 65000 quota but for 20000, one has to have masters or higher degree from US institution, and this is the only reason I think there might be still chance for those with masters degree.

I just don't understand why there are so many new jobs created every year and why there is no inflation in the quota? A little pruning on the applicants could provide best results , that is what i think. And Good Luck for those who filed H1B this year.
