विशेष सम्पादकीय:कांग्रेस नेताका नाजायज दाबी

सहमतिका आधारमा नयाँ सरकार गठनका लागि सातदलको शीर्ष बैठक बोलाउन अस्वाभाविक ढिलाइ भइरहेकै बेला नेपाली कांग्रेसका जिम्मेवार केही नेताले माओवादीले दुईतिहाई मत प्राप्त नगरेकाले अब बन्ने सरकारको नेतृत्व पनि कांग्रेस आफैंले गर्ने दाबी गरेका छन् । भर्खरै सम्पन्न निर्वाचनमा समानुपातिकतर्फ २१ प्रतिशत मत र प्रत्यक्षतर्फ केवल १६ प्रतिशत सिट ल्याएको पार्टीका नेताहरूका यी अभिव्यक्ति यदि कांग्रेसको आधिकारिक धारणा हो भने लोकतन्त्रको प्रथम प्रहरमै कांग्रेस सत्ताका लागि अल्पमतको वर्चश्व खोज्ने अत्यन्त अप्रजातान्त्रिक र गलत नजिर स्थापना गर्न खोज्दैछ भन्ने निष्कर्षमा पुग्नुपर्ने हुन्छ ।

कांग्रेसका वरिष्ठ नेता शेरबहादुर देउवा, उपसभापतिद्वय रामचन्द्र पौडेल र गोपालमान श्रेष्ठसमेतले एकातिर माओवादीको दुईतिहाई बहुमत नआएको अवस्था र अर्कातिर गिरिजाप्रसाद कोइरालाले शान्ति-प्रक्रियामा खेलेको भूमिकाका कारण भावी सरकारको नेतृत्व पनि कोइरालाबाटै हुनुपर्ने तर्क गरेका छन् । तर, यो तर्कले जनादेशको उपेक्षा मात्र गर्दैन, भद्दा सत्तालिप्सा पनि प्रदर्शन गर्छ । शान्ति-प्रक्रियामा गिरिजाप्रसाद कोइरालाको सुझबुझ र भूमिका इतिहासको उच्च मूल्यांकनको विषय हो । तर, इतिहासको योगदानलाई सत्ताको बार्गेनिङको विषय बनाएर देउवाहरूले कोइरालाको सम्मान गरिरहेका छन् कि अपमान, बुझ्न गाह्रो छ । बेलायतलाई दोस्रो विश्वयुद्ध जिताउने प्रधानमन्त्री चर्चिलले युद्ध समाप्तिलगत्तैको आमनिर्वाचन हारेपछि सरक्क सत्ता छाडे, ँयुद्ध जिताएको’ ब्याज मागेर कांग्रेसी शैलीमा नेतृत्वको दाबी गरेनन् । आफूलाई लोकतन्त्रको पर्याय सावित गर्न खोज्ने कांग्रेस आफैंले अल्पकालीन लाभका लागि जनादेशको यति भद्दा उपेक्षा गर्छ भने अरूसँग लोकतन्त्रको प्रमाणपत्र माग्ने नैतिक अधिकार उसलाई कसरी हुन्छ ?

निश्चय नै अन्तरिम संविधानले सहमतीय सरकारको कल्पना गरेको छ र अहिलेको मिश्रति जनादेशको आशय पनि दलहरूले समझदारीमा काम गरून् भन्ने नै हो । तर, सहमतिको पहिलो र अन्तिम अर्थ चुनाव हारे पनि कांग्रेसकै नेतृत्व हुनुपर्छ भन्ने व्याख्या सर्वसत्तावादी आत्मरति हो । कुल दुई सय २० सिट ल्याएको माओवादीसँग सरकारको नेतृत्व गर्न संख्या पुग्दैन भनेर उसको हैसियतमाथि प्रश्न उठाउने हो भने त्यसको ठीक आधा अर्थात् केवल एक सय १० मात्र सिट ल्याएको कांग्रेसलाई त्यो हैसियत कसरी प्राप्त हुन्छ ?  सबैभन्दा ठूलो पार्टीलाई नेतृत्व गर्न दिने संसारभरिको लोकतान्त्रिक परम्पराविपरीत संसदीय बहुमतको प्रश्न उठाएर बद्नाम संसदीय कालका गणितीय खेललाई ब्युँताउने यो प्रयत्नले कांग्रेस निर्वाचनमा पराजयबाट पनि केही सिक्न इच्छुक छैन भन्ने सन्देश गएको छ । जनादेशलाई स्वीकार गर्ने छाती जोसँग छैन, त्यसले लोकतन्त्रको कुरा गर्नुअघि गम्छाले मुख छोपे हुन्छ । लोकतन्त्र कुनै रामनामी पछ्यौरा होइन, बरु यो संस्कार हो, केवल विजय होइन, पराजय पनि स्वीकार गर्ने संस्कार । देउवाहरूले जवाफ दिनुपर्छ- निर्वाचनमा पराजयपछि पनि गिरिजाप्रसादलाई सिंहदरबार छाड्न यति कठिन हुन्छ भने कांग्रेससँग राजालाई नारायणहिटी छाड्न आदेश दिने कति नैतिक अधिकार बाँकी रहन्छ ?

आगामी सरकार सामान्य संसदीय सरकार होइन । जबसम्म नयाँ संविधान बन्दैन र शान्तिवार्ताको तार्किक निष्कर्ष निस्कन्न, तबसम्म सबै दलबीच सहकार्य जरुरी छ । तर, संविधानसभापछिको सरकार सर्वदलीय हुने र प्राप्त जनमतका आधारमा सरकारमा भूमिका निर्धारण हुने सातदलबीचको अनौपचारिक पूर्वसमझदारी हेर्दा र ठूलो दलले सरकारको नेतृत्व गर्ने लोकतन्त्रको सामान्य सिद्धान्तलाई स्वीकार गर्दा पनि माओवादीको नेतृत्व विवादको विषय नबन्नुपर्ने हो । कांग्रेसले अहिले गरिरहेको दुईतिहाई बहुमतको तर्क यसकारण पनि आत्मघाती छ कि माओवादीबाहेकका सबैको मत जोडेर पनि दुईतिहाई मत पुग्दैन । अन्तरिम व्यवस्थापिकामा दुईतिहाई मत भएर कांग्रेसले सरकारको नेतृत्व गर्न पाएको होइन, ऊ केवल ठूलो पार्टी थियो, बहुमत पनि ऊसँग थिएन । हिजो जुन तर्कका आधारमा सत्ताको नेतृत्व गर्‍यो, आज त्यही तर्कका आधारमा कांग्रेसले नेतृत्वको दाबी छाड्नुपर्छ । संविधानसभाको पहिलो बैठक नबस्दै दुईतिहाईको चुनौती दिन थाल्ने हो भने कार्यपालिकासमेत गठन गर्न नसकेर यो संविधानसभा असफल हुने निश्चित छ । त्यतिखेर मुलुकको अवस्था के हुन्छ र कांग्रेस कति भयंकर अपयशको भागी हुन्छ, नेताहरूसँग विवेक छ भने अहिल्यै अनुमान गर्न सक्नुपर्छ ।

कार्यसमिति बैठक चलिरहेकै बेला मुख्य नेताहरूको कांग्रेसले नै आगामी सरकारको नेतृत्व गर्नुपर्ने वा यही सरकार कायम रहने दाबीसँग विचित्र र आपत्तिजनक सत्तालिप्सा जोडिएको छ । कांग्रेसकै तर्क गर्ने हो भने नेपाल परिवार दलसम्मले नेतृत्वको दाबी गर्ने विडम्बनापूर्ण स्थिति आउन सक्छ ।  मुलुकले गणतन्त्रको मार्गचित्र रोजेको कुनै पार्टीका रूपमा नयाँ राजा खोज्न वा जनादेश जे भए पनि सत्तामा कसैको विशेषाधिकार स्थापित गर्न होइन । प्रजातन्त्रको साइनबोर्ड राखेर साठी वर्ष राजनीति गरिसकेको पार्टीसँगै नैतिकताको यस्तो अकाल छ भने मुलुकले यो दुःखद् निष्कर्ष निकाल्नैपर्छ- लोकतन्त्रको भावी बाटो पनि सजिलो छैन । कांग्रेसका केही नेताहरूका अप्रजातान्त्रिक अभिव्यक्ति त्यो पार्टीको आधिकारिक धारणा बनेमा कांग्रेस र राष्ट्रका लागि समेत त्यो शर्मको विषय हुनेछ ।

Maobadi Mitra!

Maobadi does not have the clear majority, meaning country also did not give clear mandate to the Maoist to lead the government (without raising any issue how they have won, yet to be analyzed). So, without maoist, if rest of others could unite, they can lead the government. Even if Kamal Thapa's candidate if he has the potential to bring everyone under the umbrella he can lead the government. This is how the democracy works. So, just because Maoist has more seats does not mean, they should be given the opportunity to lead the government at the situation they are never up to the mark when it comes to living as per agreements -even after they come into the politics.  Not to mention your supremo Prachanda said that he would not give up all kind of voilence. What kind of message you are giving to the rest of the world. India alone now can not be your savior.Understand this global politcal situation. All for you wisdom.

Tell your clan, if rest of the people do not trust you should not blame others for not trusting you, you better work hard for to gain their trust. You still have YCL still terrorizing people, you do not want to return the private properties,  your so called " jana sena" often go out of cantonment-against peacy agreement, you do not know what is democracy and what is called " DUE PROCESS OF LAW"...I can go on and on.. So I believe you still need some school days to learn democratic principles and freedom.

International community, business communities, educated professional and freedom lovers have every reason to doubt you-the Maoist.  STAKE IS VERY HIGH- that is why time and again I told you not to get excited, because for you it might be “ Hatti ayo hatti ayo phussa”

 

So work hard! Gain trust! Gud luck to you!

I am a big hater of Maoist. I am the person who thinks Maoist are just the group of terrorist and that's it. Just it.
They can never change. However, the things coming up now from congress is not liable nor is viable.
Maoist should be given chance to lead government but just themselves ( no other party should be there in government). People should realize what the Maoist are for (though these murder have started giving speech that this election was for making constitution and not else, thereby securing themselves away from their incapability).
I know, half of the people who voted them will never be in affiliation with em.
Hopefully, these intimidation and fear will subside if these fuggers are given chance to rule legally. However, parties should make it clear no governance before YCL and their act of intimidation is disbanded.
This is the only way to bring country to a state of stability and clear from anomisity.

Two Things of universal truth

1. YCL will be as they were and as they are, (let me not waste time explaining their jangali activities)- its cultural for them

2. Girija doesnot want anybody steal his PMship. He would rather wish to have his kurchi even in aryaghat. He is a very stubborn kinda person.

Find a solution

साचीँ अर्को चुनाव नि छिट्टै आउँदै छ होइन र!!

Who ever had gained the majority seats should get a chance to form the government, is the way to practice democracy. If they can not prove mejority then we will have second option.

This is a bargain by Nepali congress to stay in power asking Maoist to give up their weapons if they want to form the government.  Maoist will not going to do that because it is not their culture.

But I like this line. देउवाहरूले जवाफ दिनुपर्छ- निर्वाचनमा पराजयपछि पनि गिरिजाप्रसादलाई सिंहदरबार छाड्न यति कठिन हुन्छ भने कांग्रेससँग राजालाई नारायणहिटी छाड्न आदेश दिने कति नैतिक अधिकार बाँकी रहन्छ ?
