My brother who just gave 11 class exams got a DV first letter his case number is so early , how can he defend for the visa ,any serious ideas plz, mean time he is just running in class 12 .

It's going to be difficult. Depends on his age if older than 18 which he likely is not can make up some experience etc but there is no way around high school or 3 year experience requirement

First of all how they got a letter when there is age limit. second why the people file when they knew they will be rejected by embassy if their age is below required age.

Don't think there is an age limit for DV but will be hard to show diploma or work experience if one is 16 or 17

u can get a  real looking HSEB certificate for 10,000 rs somewhere around bagbazar .. make good use of it ... "aye aap gaye jhataro"

in the mean time ask those certificate maker to use his  registration number / symbol number that way it will b more reliable compared to the random number

 don't cheat, lie, or do anything immoral, it will hunt you later.

1) Give up dream to come to US. The person was not eligible. Period.
2) Dont try to cheat US Consulate with fake documents. They will balcklist your name so that you can never apply for US again by any means. ( My friend was on same situatuation. He can never come to US.)

there was an instances where ppl just used fake transcript just to come here

 just careful hunu..fake bhanna le outright fake banaunu ta bekufi nai ho...2 numbri kaam pani 1 numbri tareeka le garna sakincha...
